【摘  要】基层治理是国家治理的基石，党中央多次提出要加强基层党建与社区治理有机结合，也高度重视基层党建和基层治理工作。党建引领基层治理是一个时代课题，也是一个探索实践，所以基层党组织要认真落实新时代党的建设总要求和新时代党的组织路线，着力构建党建引领的共建共治共享的城乡基层社会治理格局和自治法治德治相结合的基层治理体系，不断提升党建引领基层治理水平。

【Abstract】Grassroots governance is the cornerstone of national governance. The CPC Central Committee has repeatedly proposed to strengthen the organic combination of grassroots Party building and community governance， and also attaches great importance to grassroots Party building and governance work. Party leading the grassroots governance is an era task， is also an exploration practice. Therefore， grassroots Party organizations should conscientiously implement the general requirements for Party building and the Party organization line for the new era， and strive to build a grassroots social governance pattern guided by Party building and jointly governing and sharing， as well as a grassroots governance system combining self-governance， rule of law and rule of virtue， so as to continuously improve the level of grassroots governance guided by Party building.

1 党建引领基层治理的必要性

1.1 以党的建设引领基层治理，这是由党把握新时代新使命所决定的

国之所兴在民心，政之所依在基层。基层治理是权力机构的末梢，俗称底层，各种组织中最低的一层，它跟群众的联系最直接，是能够凝心聚力的组织，是能够让党员干部和基层群众拧成一股绳，能够将人心聚起来的组织。基层党组织，离群众也最近，人间的冷暖，群众的困难和诉求也更容易了解。当前，中国特色社会主义进入新时代，即决胜全面建成小康社会，进而全面建设社会主义现代化强国的时代，人民群众对有效的社会治理、良好的社会秩序具有更高要求，治理的成效如何，不仅影响着党和国家宏观政策目标的实现，而且关系到广大人民群众的切身利益。所以基层党组织更有责任感和使命感，需要有责任和担当，要在社会治理中善于做好群众工作，化解各类矛盾，促进和谐稳定。……
