【摘  要】党的十八大以来，党中央把脱贫攻坚作为全面建成小康社会的底线任务和标志性指标，作出一系列重大部署。党的十九大以后，党中央把打好精准脱贫攻坚战作为全面建成小康社会的三大攻坚战之一。论文通过对宁夏地区扶贫政策支持力度、脱贫效率、脱贫效果和全面发展能力的调查研究，期望总结出脱贫示范点的成功脱贫经验和存在的不足，并提出可行性建议，为宁夏全面打赢脱贫攻坚战提供帮助。

【Abstract】Since the 18th CPC National Congress， the Party Central Committee has taken poverty alleviation as the bottom-line task and landmark indicator for building a moderately prosperous society in all respects， and made a series of major deployments. After the 19th CPC National Congress， the Party Central Committee has taken the fight the battle for targeted poverty alleviation as one of the three tough battles for building a moderately prosperous society in all respects. Through the investigation and research on the support strength for poverty alleviation policies， poverty alleviation efficiency， poverty alleviation effect and all-round development ability in Ningxia region， this paper hopes to summarize the successful poverty alleviation experience and existing shortcomings of poverty alleviation demonstration sites， and puts  forward feasible suggestions， so as to provide help for Ningxia to win the poverty alleviation battle in an all-round way.

1 调研背景和目的

我国农村的扶贫政策始于20世纪80年代左右，自政策实施以来，贫困地区和农村地区的经济得到了发展，尤其是少数民族地区更是发生了翻天覆地的变化，扶贫开发的成就举世瞩目。在扶贫政策的支持下，宁夏回族自治区的农村贫困人口大幅减少，收入水平不断提高，生活质量不断得到改善。党的十八大以来，以习近平同志为核心的党中央把脱贫攻坚摆到治国理政的重要位置，提出了精准扶贫方略。宁夏自治区党委、政府把精准扶贫作为头等大事和第一民生工程，坚持精准扶贫、精准脱贫，在几年的精准扶贫实践之中，宁夏扶贫开发工作机制不断创新，贫困群众的内生动力逐步增强，精准扶贫取得了一定成效。

习近平总书记在各地调研时多次提及精准扶贫的理念，并且指出扶贫工作要做到“切实落实领导责任，切实做到精准扶贫，切实强化社会合力，切实加强基层组织”。……
