【摘  要】在人口老龄化日趋严峻的背景下，家庭照护功能的不断弱化及失能老人数量的增长使得失能老人的长期照护问题愈发凸显。论文首先对失能老人等相关概念进行界定，然后分析了巴彦淖尔市失能老人的长期照护需求和服务中存在的具体问题并进行原因分析，针对不同的问题提出完善巴彦淖尔市失能老人长期照护服务的实现路径。

【Abstract】Under the background of increasingly severe population aging， the weakening of family care function and the growth of the number of disabled elderly make the long-term care problems of disabled elderly more and more prominent. This paper firstly defines the disabled elderly and other related concepts， and then analyzes the specific problems existing in the long-term care needs and services for the disabled elderly in Bayannur City and analyzes the causes， puts forward the realization path of improving the long-term care services for the disabled elderly in Bayannur City.

1 引言

随着我国人口老龄化、失能化的不断加剧，数量庞大的失能老人对养老照护产生了巨大的需求。我国失能老人对长期照护服务的需求与社会供给的矛盾日益加剧，如何保障失能老人的老年生活成为亟待解决的社会问题。

2 相关概念界定

2.1 失能老人

本文研究所指的失能老人是由于年老、疾病、伤残等各种原因所导致的老年人各种身体机能出现障碍，使其在日常生活等方面，必须依靠他人的协助或者完全依赖他人的帮助才能生活的老人。本文的研究重点是巴彦淖尔市拥有城镇户口或者长期居住在巴彦淖尔市的失能老人。

2.2 失能老人长期照护服务

将失能老人长期照护定义为由非专业护理人员和专业护理人员对失能老人进行的护理活动，以保证生活不能完全自理的老人获得最大限度的独立、自主、参与、个人满足及人格尊严，维持最佳的生活品质。

美国保险学会将失能老人长期照护服务定义为“在较长的时期内，由家庭成员或社会专业人员为失能老年人提供的医疗服务、居家照护服务、运送服务等其他支持性的社会服务”。……
