【摘  要】将区块链技术应用于精准扶贫能有效地解决精准扶贫中存在的信用风险等问题。精准扶贫政策自实施以来成效显著，但也面临扶贫对象遴选机制不成熟、动态监测缺失等问题。论文从区块链技术与精准扶贫相结合的角度出发，提出在精准扶贫的过程中，区块链技术的应用在技术研发、人才培养、资金投入以及法律监管方面还存在问题。论文提出政府大力支持多方协作攻克技术难题、积极培养研发与应用人才、加大资金投入、完善法律制度等策略，以期推动区块链技术助力精准扶贫。

【Abstract】The application of blockchain technology in targeted poverty alleviation can effectively solve the credit risks and other problems existing in targeted poverty alleviation. Since the implementation of targeted poverty alleviation policy， it has achieved remarkable results， but it is also faced with immature selection mechanism for poverty alleviation targets， lack of dynamic monitoring and other problems. From the perspective of the combination of blockchain technology and targeted poverty alleviation， this paper proposes that in the process of targeted poverty alleviation， there are still problems existing in the application of blockchain technology in technology research and development， talents training， capital investment and legal supervision. The paper proposes strategies， such as strong government support for multi-party collaboration to overcome technical problems， active training of research， development and application talents， increased capital investment， improved legal system and so on， with a view to promoting blockchain technology to help targeted alleviate poverty.

1 引言

精准扶贫是国家重点工作，特别是目前，我国的扶贫工作已经进入最后的关键期，传统的金融机构依托不断扩大的业务网络开展工作布局的扶贫模式，已经无法满足扶贫地区的经济发展和扶贫人员的各种需求。因此，建立和完善扶贫的相关制度，更好地解决信用风险问题，实现精准扶贫信用风险防范工作的创新与发展，是各级政府的当务之急。面对传统扶贫方式和方法在现阶段针对性扶贫工作中的局限性，本文以习近平扶贫思想为指导，在总结以往扶贫开发成功经验和方法的基础上，探索以区块链为中心的现代数字信息技术的应用与精准扶贫深度融合，分析区块链技术在定向扶贫中应用所面临的信贷风险挑战和决策建议，以协助扶贫工作顺利进行。……
