【摘  要】党建工作一直以来都是组织与作风建设的根基，新時代面对日益复杂的内外部环境，为了进一步保持企业发展的活力和生机，更是要把做好党建工作作为重中之重。乡镇企业在乡镇经济的发展当中作出了突出贡献，在壮大农村经济和促进农民脱贫致富方面有着不可替代的作用。为了进一步促进农村建设，特别是新农村发展，必须发挥乡镇企业的作用，并重点把做好党建工作放在首位，体现党组织在企业工作中的模范带头作用。

【Abstract】Party building work has always been the foundation of organization and style construction. In the new era， in the face of increasingly complex internal and external environment， in order to further maintain the vitality of enterprise development， it is necessary to do a good job of Party building work as the top priority. Township enterprises have made outstanding contributions in the development of township economy and play an irreplaceable role in strengthening rural economy and promoting farmers to get rid of poverty. In order to further promote rural construction， especially the development of new rural areas， we must give play to the role of township enterprises， and focus on the Party building work in the first place， reflect the exemplary and leading role of the Party organizations in the work of enterprises.

1 引言

乡镇企业在农村现代化发展当中发挥着积极作用，是农村经济建设的重要助力，在新农村目标实现方面发挥着积极作用。目前面临百年未有之大变局，在经济环境日益变化的背景下，乡镇企业所面临的内外部发展环境发生了很大的变化，这自然也给乡镇企业带来了极大的挑战。面对复杂的经济环境以及农村经济事业的特殊要求，加强乡镇企业党建工作，认清党建工作的重要性，发挥乡镇企业在助力农村发展当中的作用，挖掘党建的潜能，给乡镇企业的健康持续发展提供良好的环境，保持乡镇企业良性发展，为乡村振兴作出积极贡献。

2 新时代乡镇企业的内涵概述

乡镇企业是乡镇经济发展当中不可缺少的一部分，区别于其他企业的明显特征就是以农村集体经济组织或是农民投资为主，在乡镇地区组织的承担支援农业义务。……
