【摘  要】伴随我国市场经济的高速发展，集团企业自身的规模呈扩张发展趋势，企业内部的业务领域和业务链条在逐渐发展和延伸，子公司数量随之不断增加。论文围绕国有集团企业对子公司进行风险管控工作展开论述，分析集团公司与子公司之间的关系，指出目前子公司风险管理存在的问题并给出解决方案，希望对企业实现可持续发展有一定的启示。

【Abstract】With the rapid development of China's market economy， the scale of group enterprises presents the trend of expansion and development. Enterprises' internal business areas and business chain are gradually developing and extending， and the number of subsidiaries is continuously increasing. The paper discusses the risk management and control work of state-owned group enterprises for subsidiaries， analyzes the relationship between group companies and subsidiaries， points out the problems existing in the current risk management of subsidiaries， and gives solutions， hoping to have some enlightenment for enterprises to achieve sustainable development.

1 引言

国有企业在我国经济高速发展的过程中，其自身经营规模得到极大的扩张，所涉及的行业领域不断扩大，国有企业下设子公司数量也随之呈现数量级的增长，业务经营、财务、投资等诸多方面的风险也随着国有企业子公司效益以及数量的增加而上升。为了使国有企业在当前市场环境中实现可持续健康发展，使国有集团下属子公司满足集团公司整体的战略发展要求，确保集团公司各子公司的发展达到动态平衡，需要明确子公司的风险特征并进行针对性管控。

2 国有集团公司对子公司的风险管控概述

国有企业在发展过程中对子公司的管理异常关键。国有集团对子公司进行科学合理的管控是保证集团顺利发展的重点。随着集团规模的扩张，子公司的发展带来经济效益增加的同时出现了较多风险。为了保障国有企业在资本运营管理的过程中可以实现资本保值增值，必须加大集团企业对子公司控制的力度。……
