【摘  要】城市社区作为城市治理水平提升的出发点，也是综合应急管理能力强化的落脚点，加强城市社区应急能力建设，可以有效消除安全风险，减少突发事件造成的经济损失。论文从城市社区应急管理机制建设的重要性展开论述，重点对建设过程中存在的问题进行讨论，针对存在的问题提出优化建议，为城市社区应急管理机制建设提出建议和意见。

【Abstract】As the starting point of the improvement of urban governance level， urban community is also the landing point of the strengthening of comprehensive emergency management capacity. Strengthening the construction of emergency capacity in urban community can effectively eliminate safety risks and reduce economic losses caused by emergency. The paper discusses the importance of the construction of emergency management mechanism in urban community， emphatically discusses the problems existing in the construction process， puts forward optimization suggestions for the existing problems， and puts forward suggestions and opinions for the construction of emergency management mechanism in urban community.

1 引言

在我国各城市的日常管理过程中，城市社区管理作为最基层的管理机构，在城市应急管理体系中，城市社区应急管理机制建设对其有着重要的影响作用。例如，当城市突发传染疾病时，城市社区作为最直接面对群众的管理机构之一，在把控居民流动、落实传染病防护措施，以及有效切断传染病传播途径等防护措施落实方面发挥着重要的作用。因而，城市社区作为基层管理机构，对应急管理机制的建设发挥着重要的作用。

2 城市社区应急管理机制建设的重要性

城市社区应急管理机制建设可以有效地提高社区的综合整治水平，以及社区的应急管理水平。目前，随着我国各城市在应急管理机制方面不断地完善和发展，城市社区的应急管理水平虽有了长足的进步，但对突发事件的处置方面仍有些许不足。为了更好地对城市社区进行管理，在我国《突发事件应对法》中以法规的形式，明确了城市社区在突发事件中担当的角色和作用。……
