摘 要：我国自古以来非常重视民族问题，在一定的历史时期从各个视角对民族政策与民族地区发展政策均进行了深入探索，取得了一定的成果。民族地区的思想政治教育是党和国家一直非常重视的工作，关系到民族地区的发展、稳定及其和谐社会的建设。本文以马克思主义民族共同体意识为引领，针对民族地区思想政治教育存在的问题，提出了坚持“五项认同机制”的有序、有效、有力的动态化实现路径，创新互联网+教育形式与手段，构建多主体参与和阶段性监控教育的新模式，以提高思想政治教育的针对性和实效性

Ethnic Ideological and Political Education and Its New Model Under the Core of Xi Jinpings National Community Consciousness

Abstract：Ethnic issues are time-honored in China，and Various researches on ethnic policy and development has been conducted throughout history.2020 is a crucial year for China to build a moderately prosperous society in all respects.Interpretation，practice，exploration and development mode of the “national community consciousness” are all decisive factors in realizing the historic task.Based on General Secretary Xi Jinpings thought of “the core of national community consciousness”，this paper probes into related issues and new models of ethnic ideological and political education，aiming to boost the national development and the common prosperity by exploring appropriate ethnic community consciousness.

0 引言

民族共同體意识核心概念最早源于1962年，习近平总书记在2014年9月的党中央民族工作会议上提出了跨时代意义的“积极培养中华民族共同体意识”思想，于党的十九大报告中正式提出“铸牢中华民族共同体意识”的政治主张，并将这一伟大的政治主张写入党章，丰富了新时期我国民族工作的指导思想和民族理论的顶层设计。当前中国特色社会主义已进入新时代，面对网络化、科技化的时代变革和更加激烈的国际竞争与复杂的发展环境，“意识形态”建设成为新历史阶段继续保障“全面建成小康社会决胜阶段”的关键影响因素。特别是民族问题、民族发展、民族精神信仰与价值体系建设的问题日渐凸显，“民族问题的存在是长期的历史现象，处理民族问题是长期的历史过程”[1]。……
