摘    要：俄罗斯的竞技体育运动员因兴奋剂违规从2014年索契冬奥会到2016年里约夏奥会，再到2018年平昌冬奥会，直至2019年末被全面禁赛，俄罗斯的竞技体育遭受了重创。纵观“俄罗斯兴奋剂事件”，俄罗斯运动员兴奋剂违规行为呈现的特点有：兴奋剂违规主体与违规行为的广泛性及有组织性;兴奋剂违规处罚的全面性与例外性;兴奋剂违规行为调查方式的针对性。结合《世界反兴奋剂条例》分析“俄罗斯兴奋剂事件”，归纳了该事件存在的法律争议，分析了“俄罗斯兴奋剂事件”对世界反兴奋剂机构的影响，提出：反兴奋剂机构亟待进一步加强指导;竞技运动员个人兴奋剂违规行为的例外认定规则须进一步明确;对有组织性地使用兴奋剂的制裁方式有待细化。基于以上分析，对中国反兴奋剂工作得出了启示。

Abstract： From the Sochi 2014 Winter Olympics to the Rio 2016 Summer Olympics， and then to the Pyeongchang 2018 Winter Olympics， and under full ban until the end of 2019， Russias competitive sports have been hit hard by doping violations. Through surveying the “Russian doping incident”， the characteristics of doping violations include the extensiveness and organization of the offending subject and behavior， the comprehensiveness and exceptionality of doping punishment， and the pertinence of doping investigation methods. Based on the analysis of the “Russian doping incident” in the light of the World Anti-Doping Code， this paper sums up the legal dispute focus of the incident， analyzes the influence of the “Russian doping incident” on the World Anti-Doping Agency， and puts forward that the national anti-doping agency urgently needs to further strengthen supervision. The rules of determining the individual innocence of competitive athletes should be further clarified. The sanctions against the organized use of doping need to be refined. Based on the above， the enlightenment of Chinas anti-doping governance is obtained.

“俄罗斯兴奋剂事件”从2014年俄罗斯的国家田径队被调查开始，到2019年世界反兴奋剂机构（简称“WADA”）对俄罗斯的国家田径队作出禁赛决定，历时6年，跨越2014年索契冬奥会、2016年里约夏奥会、2018年平昌冬奥会。期间，1 000多名俄罗斯竞技运动员被卷入其中，涉及到多个体育组织、世界反兴奋剂机构和莫斯科兴奋剂检测中心，经过了国际奥委会、国际残奥会、国际体育仲裁院（CAS）的多次审理。该事件是世界反兴奋剂史上目前影响面最大的事件，并最终推动了世界反兴奋剂机构发布了《签约方合规国际标准》。……
