摘要：“互联网+人社”是贯彻落实“互联网+”、大数据等国家重大战略，推进“互联网+政务服务”，加快人社领域“放管服”改革的重要举措，也是“十三五”期间人社信息化工作的行动纲领，对于增强人社工作效能，提升公共服务水平和能力，具有重要意义。鉴于此，结合信息化公共服务需求，分析了“互联网+人社”的信息化系统结构框架，同时提出了“互联网+人社”的信息化公共服务模式。

Research on Informatization Public Service Mode Based on "Internet + HumanSociety"

Abstract："Internet + Human Society" is is an important measure to implement the major strategies of “Internet +”， big data and other major national strategies. It is an important measure to promote the "Internet + government service" and speed up the reform of "letting go services" in the field of human society. It is also a program of action for the informatization of people and society during the 13th Five-Year period. It is of great significance to enhance the work efficiency and enhance the level and ability of public services. In view of this， the paper analyzes the information system structure framework of "Internet + Human Society" and introduces the information public service mode of "Internet + Human Society".

伴随“互联网+政务”的发展，人力资源单位拓展“互联网+人社”的新型服务功能迫在眉睫。通过标准制定及公共服务平台、业务经办一体化平台、应用支撑平台和监察监管平台的建设，实现办事对象可以在任何时间、任何地点通过各种方式办理各类社保及医保业务，已经成为“互联网+人社”的信息化发展趋势[1]。为此，结合多年人力资源工作经验，进一步探讨了基于“互联网+人社”的信息化公共服务模式，现做如下分析。

1 “互联网+人社”信息系统建设标准

1.1 开放性和标准化

应用“互联网+人社”信息系统需要具有较强的开放性，适应各种硬件配套设备和网络平台。所以，为了能够匹配更多数据库平台，建议系统开发采用标准化程度更高的B/S技术体系，参考TCP/IP网络传输协议来设计数据层[2]。同时采用大型关系型数据库开发服务功能，在开源设计工具的支持下达到较高的系统标准操作界面。

1.2 安全性和可靠性

“互联网+人社”信息系统一旦投入使用，必然是常年24h不间断在线开放。……
