摘要：实施乡村振兴战略是党的十九大作出的重大决策部署，是新时代做好“三农”工作的总抓手。乡村要振兴，产业振兴是基础和关键，这就离不开基层一线的农技推广人员。农技推广人员在促进农业进步、农村发展和农民增收等方面发挥着不可替代的作用，但农技推广队伍现状还有许多不相适应的地方。面对新形势新要求，本文从加强顶层设计、营造良好社会氛围、拓展发展空间、完善人才评价机制、切实提高收入水平等方面，提出了加强农技推广队伍建设的针对性举措，以期激发农技人员活力，充分发挥基层农技人员在农业农村科技创新活动中的作用，为乡村振兴和农业农村现代化提供坚强的人才支撑。

The Construction of Agro-technical Extension Team Under the Background of the Overall Promotion of Rural Revitalization

Abstract： The implementation of the Rural Revitalization Strategy is a major decision deployed at the 19th National Congress of the CPC， and a key step in serving the Sannong goals， namely agriculture， rural community and farmers， in the new era. To revitalize the countryside， industrial revitalization is the foundation and the key， which can not be separated from the efforts of agricultural extension technicians at the grass roots. Agricultural extension technicians play an irreplaceable role in promoting agricultural progress， rural development and increasing farmers’income， but the status quo of China’s agro-technical extension team still needs to be more adaptable to the tasks of the Rural Revitalization Strategy. Facing the new situation and new requirements， this article puts forward targeted initiatives from strengthening top- level design， foster a favorable social atmosphere， expanding the development space， improving the talent evaluation mechanism， and effectively raising the income level， etc. ， aiming to stimulate the vitality of agricultural technicians and give a full play to their role in scientific and technological innovation in agricultural production and countryside building， and provide strong talent support for the rural revitalization and the modernization of agriculture and rural areas.

基層农技推广人员素质和业务能力，直接关系到农业技术推广应用，以及国家粮食安全、食品安全、生态环境安全和生产安全水平，对促进农民增收、维护农村稳定等方面也具有重要影响[1]。推进科技与经济深度融合，加速科研成果转化应用，除科研人员贯彻“四个面向”要求开展科研攻关外，还应充分发挥农技推广人员作用。从事农业科技推广工作的管理者、研究学者以及农技人员等，从不同角度对加强农技推广队伍建设进行了许多思考，对不断完善农技人员培养、评价、使用、激励和管理等方面提出许多政策建议。……
