摘要“一带一路”背景下，来华留学生因文化不适应心理导致的思想道德问题日益突出，思想道德教育亟待推进。“中国概况”是对来华留学生进行品德教育的重要阵地，通过跨文化对比进行思政教育，提升来华留学生人才培养质量。本文着重阐述三维教学模式下课程思政体系建构，分课程思政元素划分、思政教学载体分类与思政实践途径三步实施。

A Study on the Ideological and Political Education of the Course"Overview of China" for Foreign Students in China

AbstractUnder the background of one belt， one road， the ideological and moral problems of overseas students who are not adapted to their culture due to culture are becoming increasingly prominent. China overview is an important position for moral education for foreign students in China. Ideological and political education is carried out through cross-cultural comparison to improve the quality of talent training for foreign students in China. This paper focuses on the construction of curriculum ideological and political system under the three-dimensional teaching mode，which is implemented in three steps： the division of curriculum ideological and political elements， the classification of Ideological and political teaching carriers and the ways of Ideological and political practice.

1来华留学生思想道德问题

随着“一带一路”沿线国家来华留学生来华留学数量与日俱增，由来华留学生生源数量激增而产生的问题为：由跨文化差异导致文化不适应心理，从而导致文化休克，进而导致思想道德意识淡薄，最终形成跨文化交际障碍。

2来华留学生思政教育现状

由于来华留学生群体的特殊性和复杂性，各高校根据《来华留学生高等教育质量规范（试行）》和《学校招收和培养国际学生管理办法》，目前仅关注其汉语语言技能与文化学习，较少将德育融入其中，其思想政治教育仍处于空白阶段。

针对来华留学生的思想政治教育理念陈旧。由于各种原因，留学生的思想政治教育容易受到各方面的回避，并且容易被视为思想意识禁区和意识形态输出。

3“中国概况”思想政治教育特色和目的

“中国概况”课程为思政教育重要阵地，须采取积极稳妥、适当适度原则推进留学生思政教育。
