摘要本文在分析高校开展经济责任审计必要性的基础上，针对高校经济责任审计在审计认识、审计范围、审计重点、审计成果利用等方面面临着亟待突破的困境，就如何做好高校经济责任审计、助推高校高质量发展方面提出了一些思路。高效经济责任审计，必须加强审计自身建设，明确应有的政治担当、注重不同监督方式的融合、把握审计重点、创新审计方式方法、将审计成果运用贯穿事业发展的始终，督促学校领导干部明确主体责任，实现高校内部的科学决策与规范管理，有效防控风险，提升治理能力和治理水平，从而实现高校的科学发展、内涵发展和高质量发展。

New Ideas on the Optimization of Economic Responsibility Audit in Colleges and Universities

AbstractBasedontheanalysisofthenecessityofcarryingouteconomicresponsibilityauditincollegesanduniversities，this paperputsforwardsomeideasonhowtodowelltheeconomicresponsibilityauditincollegesanduniversitiesandpromotethe high-quality development of colleges and universities. For efficient economic responsibility audit， we must strengthen the constructionofaudititself，clarifytheduepoliticalresponsibility，payattentiontotheintegrationofdifferentsupervisionmethods， grasp the key points of audit， innovate audit methods and methods， apply the audit results throughout the career development， urgetheleadingcadresoftheuniversitytoclarifythemainresponsibility，realizethescientificdecision-makingandstandardized managementwithintheUniversity，andeffectivelypreventandcontrolrisks，improvethegovernanceabilityandgovernancelevel， soastorealizethescientificdevelopment，connotationdevelopmentandhigh-qualitydevelopmentofcollegesanduniversities.

1高校开展经济责任审计的必要性

教育部出台《经济责任审计规定》（教财〔2016〕2号），明确提出了高校开展经济责任审计在监督领导干部行使权力、履职尽责以及完善学校治理体系等方面的重要作用。在高校开展经济责任审计是高校事业发展的客观需要，有利于促进形成健全的权力约束机制，遏制腐败，防范廉政风险，监督领导干部依法治教、依法履职尽责，将正确的政治方向和价值导向贯穿于立校办学、育人育才的全过程。

高校组织结构庞杂、实体众多，经济责任审计能满足权力制约和监督的需要。国家和社会赋予高校的四大功能，决定了高校组织结构和经济类型庞杂。在高等学校，既有事业单位性质的行政、教学和科研单位，又有提供服务保障的社会化后勤系统，还有企业性质的科技创业公司。……
