[摘    要]移动视频在线监控系统应用于输电线路基础施工现场工况，通过可移动现场监控设备，将施工现场的视频信息通过无线网络设备将数据分别传送至手机及后台指挥中心，实现远程视频观看现场情况，实时对施工现场进行有效安全监管，以便第一时间掌控施工现场的情况，达到远程指挥。

[Abstract]The mobile video online monitoring system is applied to the working conditions of the transmission line foundation construction site. Through the mobile field monitoring equipment， the video information of the construction site is transmitted to the mobile phone and the background command center through the wireless network equipment， so as to realize the remote video viewing of the site situation and the effective safety supervision of the construction site in real time， In order to control the situation of the construction site at the first time and achieve remote command.

隨着国民经济的增长和人民生活水平的提高，消费用电的需求量不断上升，从而推动了电力产业的迅猛发展，走上了一个新的高度。而铁塔基础作为输电线路的基础结构，对输电线路的运行安全起着非常重要的作用，关乎输电线路最终的运行安全。

输电线路基础施工存在着野外施工、隐蔽施工、点多面广、危险点多、施工持续时间长等特点，现阶段的监控措施主要是指派人员到现场进行监管，但人员精力不足，会导致现场管理覆盖面不足、管理松懈等问题。为了能够全面、及时地了解施工动态，对意外情况迅速做出响应，及时消除安全和质量隐患，进一步加强对基础工程施工的安全控制和质量控制，可以在输电线路基础施工过程中采用无线视频监控系统。实现对电力作业的安全管控，解决应急事件处理能力差、工作效率低、安全质量监管不全面等问题。

输电线路基础作为隐蔽工程，单纯采用人工监控难以百分百监控到位。目前，隐蔽工程资料以旁站记录、隐蔽工程签证记录等纸质资料为主，辅以部分的影像资料，可追溯性不强。……
