摘 要：创新发展对于我国落实新发展理念具有重要意义。河南省作为经济大省，在创新引领经济社会发展的现阶段，理应高度重视创新发展，重视知识产权强省战略的推进和落地。研究从理论层面充分解析“知识产权强省”战略的重要性，从实践层面清醒认识河南省实施“知识产权强省”战略的急迫性，在决策层面提出了要加大高质量知识产权开发，重视知识产权交易与保护，为河南省“知识产权强省”战略取得更大成效，探索拓展创新知识产权发展环境的参考对策。

Abstract： Innovative development is of great significance to China's implementation of the new development concept. As a big economic province， Henan province should attach great importance to innovative development and the promotion and implementation of the provincial strategy with strong intellectual property rights at the present stage of innovation-led economic and social development. This study fully analyzed the importance of the strategy of "Strong intellectual property rights of the province" in Henan from the theoretical level， clearly recognized the urgency of implementing the strategy of "Strong intellectual property rights of the province" in Henan from the practical level， and proposed to strengthen the development of high-quality intellectual property rights and attach importance to the trade and protection of intellectual property rights at the decision-making level. In order to achieve greater results in strategy of "Strong intellectual property rights of the province" in Henan， this paper explores the reference countermeasures to expand the development environment of innovative intellectual property.

创新是引领发展的第一动力，保护知识产权就是保护创新[1]。全国经济社会各个层面对知识产权高度重视，《国家国民经济和社会发展第十四个五年规划纲要》创新驱动发展专门成篇，将“健全知识产权保护运用体制”单独作为一节，部署实施知识产权强国战略任务。基于创新对知识产权的高度依赖、紧密联系性，能否创造高价值知識产权、能否保护知识产权、能否发挥知识产权的价值决定着一个国家或区域创新发展的得失成败。知识产权日益成为经济社会发展的战略性资源和国际竞争力的核心要素，说明当今世界的竞争就是各国（区域）知识产权战略的竞争，各国（区域）知识产权战略实施的好坏决定着这个国家（区域）的发展快慢。因此，要高度重视知识产权工作，需要上升到知识产权强国战略的高度来重视发展知识产权。……
