摘 要：高校的科研是国家科学技术创新的重要组成部分，而激励机制在激发科研人员积极性中又发挥着提高科研竞争力的重要作用。当前，高校二级学院是高校的基层办学主体，科研激励机制对于学院发展也是至关重要的组成工作，利于提高学院的核心竞争力。本文基于二级学院当前发展中存在的一些实际问题，提出通过加强顶层设计、优化激励方式、活用激励机制的方式加强完善科研激励机制在具体场景中所发挥的效用。

Abstract：The scientific research in universities is an important part of national science and Technology Innovation，and the incentive mechanism plays an important role in stimulating the enthusiasm of scientific researchers.At present，the second-level college is the main body of running a school at the grass-roots level，and the incentive mechanism of scientific research is also a crucial component work for the development of the college，which is conducive to improving the core competitiveness of the college.This paper is based on some practical problems existing in the current development of the second-level colleges，it is suggested that the effect of improving the incentive mechanism of scientific research should be strengthened by strengthening the top-level design，optimizing the incentive mechanism and activating the incentive mechanism.

对高校而言，科研水平体现着一所学校的发展能力和发展潜能。科研是高校取得创新发展的重要组成和可持续发展的核心任务之一，而激励机制是一种以制度为基础的管理方式，一般指激励的主体和激励的对象在组织中各种因素作用下产生的效果。高校二级学院的科研激励机制是否科学对于学院整体发展关系密切，是学科发展和科学研究的重要着力点。一般而言，激励机制要注重处理好激励方案、科研团队和评价考核等维度。好的科研激励机制能直接影响科研人员的积极性，促进科研成果的产出和转化，进而促进高校科研服务社会与培养人才的基本功能。而当前部分高校尤其是高校二级学院对于科研激励机制的重视程度还存在科研意识薄弱，激励方式比较单一，管理上也比较简单缺乏创新等问题。
