【摘  要】企业根据上级要求，结合自身实际积极推进“三基建设”工作，取得了一定的成效，但也存在着一些问题。论文对企业近三年来在内部推行的“三基建设”工作进行总结，并提出一些建议，希望对企业“三基”工作的进一步完善起到促进作用。

【Abstract】According to the requirements of the higher authorities and in combination with its own reality， enterprise actively promotes the "three bases construction" work， and has achieved certain results， but there are still some existing problems. This paper summarizes the "three bases construction" work carried out in the enterprise in recent three years， and puts forward some suggestions， hoping to play a role in promoting the further improvement of the "three bases" work of the enterprise.

1 “三基建设”在企业中的推进情况

“三基”最初缘起于“大庆会战”，核心内容可以概括为基层建设、基础工作和基本功训练，新时期后，“三基”被赋予了新意义，即基层建设、基础工作、基本素质，但内涵不变，企业在响应省委、省国资委及上级单位关于加强“三基建设”的相关精神下，紧密联系企业实际，积极构建工作体系，推进“三基建设”。

2018年，在上级单位以党建“三基”带动整体“三基”的工作思路指导下，企业将党建“三基”单独设置考核标准，与基层队伍、基础工作、基本素质共同构成整体“三基”考核体系，四方面考核均实行季度百分制考核。其中，基层队伍包括管理队伍、专业技术队伍、操作队伍;基础工作包括安全、生产任务、经营成果、重点工作四项目标;基本素质按照管理人员、技术人员、操作人员，由相关部门编制题库进行考试考核;党建“三基”则主要根据国家、省委等上级党委要求进行落实考核，四部分按照20%、40%、20%、20%的权重计算整体“三基”得分，最后按照打分排名进行考核。

2019年，企业在总结2018年“三基建设”工作的基础上，以党建“三基”为引领，将其融入“三基建设”整体工……
