摘  要：2018年6月，经中央军委和教育部批准，国防科技大学开始招收和培养非军人本科学员。为了应对新军事变革和新一轮科技与产业革命的挑战，适应军事高等教育院校改革发展的新形势、新要求，实施人才强军战略，研究与探索面向军校无军籍本科生的人才培养方案势在必行。文章结合新工科建设背景和工程教育改革新理念，以能力产出为导向、新产业新业态为牵引，采用反向设计、正向实施的方法，开展了面向军校无军籍本科生的材料科学与工程人才培养方案的改革与实践。

Abstract： In June 2018， with the approval of the Central Military Commission and the Ministry of Education， the University of National Defense Technology began to recruit and train undergraduates without military status. It is imperative to study and explore the talent cultivation plan for the undergraduates in militarycollege but without military status in order to come up with the challenges of the new military reform and the new round of technological and industrial revolution， to adapt to the new situation and new requirements of the reform and development of military higher education institutions， and to implement the talent strategy of strengthening the army. Based on the background of the construction of new engineering disciplines，and combined with the new concept of engineering education reform， taking the ability outcome and new industry requirement as the guide， we adopt the method of "reverse design and forward implementation" to carry out the reform and practice of talent cultivation plans of material science and engineering talents for the military college students without military status.

引言

为了应对新一轮科技革命和产业变革，适应以“新技术、新产品、新业态和新模式”为特征的新经济发展，2017年2月以来，教育部积极推进“面向产业、面向世界、面向未来”的新工科建设[1]。与此同时，为了全面实施新时代人才强军战略，中央军委启动了新一轮军队院校调整改革，推动军队院校建设加快转型升级。2017年7月，习主席对国防科技大学提出“建设世界一流高等教育院校”的办学要求。2017年9月，国防科技大学正式进入教育部“双一流”大学建设名单。2018年6月，中央军委和教育部赋予国防科技大学和三所军医大学培养无军籍本科学员的办学使命。

在這种背景下，如何开展面向军校无军籍本科生的工程教育，以更好地充实到国防工业部门和军人文职人员队伍，解决好培养的无军籍毕业生胜任未来国防科技创新和新经济新产业建设工作的需要是摆在军校工科教育工作者面前的一道关键课题。……
