摘要：扶贫工作是一项持续性的动态过程，脱贫思想亦随之嬗变，在冲刺2020年全面建成小康社会的目标中，我国的脱贫事业正在争分夺秒，脱贫攻坚戰已进入“啃硬骨头、攻坚拔寨”的后半程，在全面建成小康社会的进程中，党建保持着对扶贫工作的引领带头作用，为进一步拓展扶贫工作面，发散扶贫工作思维，充分利用扶贫资源，新时代扶贫攻坚应该充分结合红色旅游资源、文化扶贫基础、绿色生态环保理念，描绘党建引领精准扶贫的新篇章。

陆河县河口镇位于海陆革命老区，素有“陆河南大门”之称，河口镇地理位置优越，但经济水平一直都提不上去，教育文化水平远远落伍于城区，在几年的攻关后，政府坚持新发展理念，依托新河工业园区、南部新城项目、乡村振兴战略和“点线面”工程，继续推进河口镇高端化、差异化、规模化发展，努力打造养老休闲、工业园区、基地农业三大核心产业的宜居宜业宜游全国重点镇，为全面建成小康社会收官打下决定性的基础，乡贤捐资助力，强化产业扶贫，激发“红色村”活力。

1红色旅游资源开发

1.1陆河县河口镇的红色资源优势

陆河县河口镇原属海陆丰管辖，是传统的海陆丰革命苏区，亦是中国红色政权的发源地之一，红色资源丰富雄厚，以陆河县河口镇黄宜笏革命老区为代表的革命老区，起到了带动周边散落的红色遗址开发的作用，依托陆河南部新城发展，辐射周边村镇带动河口镇的全面发展。……
