煮“夹生饭”:解放战争时期黑龙江地区土地改革运动的曲折、对策及影响

摘 要 黑龙江地区早在1946年初就以分配“敌伪”土地为契机开始了土地改革。“夹生饭”问题发生于土改运动初期的1946—1947年,是当时基层干部对清算分地不彻底现象的一种形象概括,其产生说明中共与农村基层社会互动的最初尝试遭到挫折。为扭转这一局面,各省适时调整政策“放手发动群众”,通过“砍挖”运动、“小诉苦会”、“诉苦大会”、“东村斗西村”等方式最终煮熟了“夹生饭”,并为土改运动全面胜利奠定基础。

Abstract Heilongjiang began its land reform with allocating enemys land at the beginning of 1946. The “half-cooked rice” phenomenon, taking place between 1946 and 1947, was a vivid description of the incomplete liquidation of land by the grassroots cadres at that time, which showed the frustration of the initial attempt at the interaction between CPC and the rural grassroots society. In order to solve the problem, the Communist Party of China took a series of measures to adjust its policy in time to mobilize the masses, such as “cutting and digging” movement, “small complaint meetings”, “complaint meetings” and “one village criticizing the other one”. In these ways, the “half-cooked rice” was fully cooked and a solid foundation was finally laid for the victory of the land reform movement.

黑龍江地区早在1946年初就以分配“敌伪”土地为契机开始了土地改革。此次土改在传统党史叙述中被赋予重要意义,正是由于其成功推行才激励了广大农民积极参军参战支援前线,并最终为中共在东北乃至全国取得胜利作出了巨大贡献。然而对于这一问题,学界却并未给予足够的重视,目前为数不多的几篇论文中,不论观察视角、研究方法,还是研究结论均未超出此前的叙事模式,中共革命和农民的关系仍然被简单描述为“中共政权的政策演变、农民接受并获得利益以及革命斗争革命性建设三步曲”[1],而并未看到其过程中的曲折性[2][3][4]。

本文关注的重点是土改中出现的“夹生饭”问题。主要参考资料是黑龙江省档案馆于1983—1984年编纂的《土地改革运动》资料汇编。……
