摘 要 基层民生档案是基层民生服务部门在长期业务中形成的珍贵信息和资料，与基层群众生活和生产息息相关。基层综合档案馆必须要充分发挥其业务指导和监督作用，加强对基层民生档案的管理和利用。本文在对当前基层综合档案馆民生档案利用工作现状和问题进行梳理的基础上，提出完善基层综合档案馆民生档案利用的相关措施和建议。

Abstract The grassroots peoples livelihood archives are precious information and materials formed by the grassroots people's livelihood service departments in the long-term business， and are closely related to the life and production of the grassroots. Grassroots comprehensive archives must give full play to their business guidance and supervision functions， and strengthen the management and utilization of grassroots livelihood archives. Based on the current situation and problems of the utilization of the people's livelihood archives in the grassroots archives， this paper proposes relevant measures and suggestions for improving the utilization of people's livelihood archives in the grassroots comprehensive archives.

基層民生档案主要是指基层民生服务部门在各类民生业务办理过程中形成的，对民生活动状况和过程加以记录和反映的，并且对公民、社会和国家具有保存和利用价值的各类文档、数据、音像、图表等不同形式的历史记录[1]。作为公众生活的重要组成部分，基层民生档案真实记录了我国基层民生的发展历程，展现了党和国家以及各级政府在基层社会保障和福利方面的重大决策和重大事件，体现出党和国家在社会主义现代化建设中的丰富经验和巨大成就。基层民生档案作为基层民生工作开展的重要依据，也是国家档案资源重要组成部分，基层综合档案馆做好民生档案利用工作，具有重要的现实价值和意义。
