摘  要：对于水利水电工程行业来说，对具体施工阶段展开质量管理，并保证管理工作的质量和效果是整体工程建设期间的重要内容，可以说对施工阶段质量管理工作的质量高低，会直接影响整体工程性能及收获效益的好坏。在这基础上文章对当前的水利水电工程施工质量管理工作现状进行分析，并说明对水电水利工程施工过程产生影响的主要因素，并根据目前问题提出有针对性的优化措施，希望能够为我国水利水电工程行业的发展起到积极的推动作用。

Abstract： For the water conservancy and hydropower engineering industry， it is an important part of the overall project construction to carry out quality management in the specific construction stage and ensure the quality and effect of the management work. It can be said that the quality of the quality management work in the construction stage will directly affect the overall project performance and the harvest benefit. On this basis， this paper analyzes the current situation of construction quality management of water conservancy and hydropower projects， explains the main factors that affect the construction process of water conservancy and hydropower projects， and puts forward targeted optimization measures according to the current problems， hoping to play a positive role in promoting the development of water conservancy and hydropower engineering industry in China.

1 開展水利水电工程施工阶段的质量管理研究的相关背景

水利水电工程是我国经济发展过程中的重要内容之一，它能够发挥十分关键的作用，水利水电工程是我国重要的基础产业和基础设施。随着当前社会及经济的快速发展，我国对水利水电工程建设工作也越来越关注，并且在水利水电工程种类愈发多样、工程难度逐渐提升的影响下，社会各界更加注重水电水利工程的建设质量。经过对目前我国实际情况分析，在水利水电工程施工期间存在着诸多的问题，严重影响了整体工程的建设质量和使用性能。同其他工程比较来看，水利水电工程施工期间的管理工作难度更高，其原因是水利水电项目中涉及的专业知识很多，涉及范围很广，而且还存在大量单独的项目，因此大大提升了管理人员的工作难度，增加了管理的总工作量。……
