摘要：基层社会治理现代化既是推进国家治理体系和治理能力现代化的重要内容，也是防控社会舆情、消除社会张力和提升社会治理能力的内在需求。大数据既是推动社会治理体系与治理能力现代化的重要引擎，也是提高社会治理智能化的重要手段。开放共享的大数据格局和强大的社会舆情采集能力能有效促进多元主体深度参与社会治理，有利于多元主体科学决策、精准治理和融合创新。本文提出欠发达地区社会治理现代化推进应从发挥大数据社会治理中政府的主导作用、搭建具有地域特色的大数据平台、破解欠发达地区政府资金与技术瓶颈和完善大数据人才引进与培养机制等方面进行。

Abstract： The modernization of community-level social governance is not only an important part of promoting the modernization of national governance system and governance capacity， but also an internal demand for preventing and controlling social public opinion， eliminating social tension and enhancing social governance capacity. Big data is an important engine to promote the modernization of social governance system and governance capacity， and an important means to improve the intelligence of social governance. The open and shared big data pattern and strong social public opinion collection ability can effectively promote multi-agent deep participation in social governance， which is conducive to multi-agent scientific decision-making， precise governance and integration innovation. This paper proposes that the modernization of social governance in underdeveloped areas should be promoted from the following aspects： giving full play to the leading role of the government in big data social governance， building a big data platform with regional characteristics， breaking the bottleneck of government capital and technology in underdeveloped areas， and improving the mechanism for the introduction and cultivation of big data talents.

党的十九大明确指出，要全面提高社会治理社会化、法治化、智能化和专业化水平，合力打造“共建共治共享”的社会治理新格局来保障和改善民生[1]。传统社会治理模式存在治理制度不健全、治理手段单一、数据量小、数据零碎孤立、“点数据”和 “条数据”形态壁垒等缺陷，导致社会治理缺乏科学性和前瞻性，经验型和感知型[2]决策特征明显。大数据开启了政府—社会组织—普通民众相互融合的“全面治理”新时代[3]。大数据为政府健全社会治理体系和提升治理能力提供了新的机遇和工具，大数据平台强大的社会舆情采集能力和运行产生的海量數据有利于科学决策与精准治理，有利于关注社会舆情变动与化解社会风险，有利于促进参与社会治理多元主体之间的合作、拓宽社会治理工作边界、提高社会治理能力、创新社会治理方式和促进社会治理向现代化转型。……
