摘要：随着我国经济的发展，建筑业在国民经济中的地位举足轻重，建筑业在改革开放后获得的十足发展和长足进步，但建筑施工具有本身特点，建设周期长、施工复杂，越来越多的高层、超高层建筑不断涌现，建筑安全显得极为重要和不容忽视，如何在生产过程中保证施工人员、机械的安全、不发生安全生产事故，保证建筑行业安全有序发展，这些都要求我们不断探索和总结经验，使安全始终都处于受控状态，最大限度避免安全事故的发生，本文就我国建筑安全管理存在的问题及对策进行探索，旨在使建筑企业能使生产安全有序，实现企业良好发展，树立企业品牌形象。

Abstract： With the development of China's economy， the construction industry plays an important role in the national economy. However， building construction has its own characteristics， such as long construction period and complex construction， more and more emerging high-rise and super high-rise buildings， which make the building safety become extremely important and cannot be ignored. How to ensure the safety of construction personnel and machinery in the production process and ensure the safe and orderly development of the construction industry requires us to constantly explore and sum up experience， so that safety is always in a controlled state and avoid the occurrence of safety accidents to the maximum extent. This article explores the existing problems and countermeasures of the construction safety management.

1  我国建筑安全管理中存在的问题分析

1.1 国家立法层面存在的法律不完善问题

我国是自建国后，特别是改革开放后，我国的法律制度逐渐制定和完善起来，我国强调依法治国，建筑行业也不例外，大多数企业基本上能够遵守国家相关安全法律法规，对企业安全生产发挥了重要作用，但仍有少部分企业利用国家安全法律法规不健全，特别是一些出现新技术、新工艺还没有及时制定相关法律层面的规定的时候，钻法律空子，不严格履行安全操作规程，违反施工工艺，盲目赶工等违规现象严重，忽视建筑安全，这些都威胁到了建筑施工人员的人身安全。其次，由于国家对建筑项目的立项存在着一定的不足，导致监管不到位，监管混乱等。……
