摘  要：本文运用调查法和数理统计法对江苏省第十九届运动会高校部本科院校参赛情况调查与分析，揭示江苏省第十九届运动会高校部比赛组织比较成功;但全省有1/4院校没有参与，有1/3院校参赛项目较少;部分运动项目设置不合理;影响院校取得运动成绩的因素呈现多样化趋势。提出省运动会高校部比赛是一项系统工程，应该做好顶层设计工作;省教育厅体卫艺处管理部门通过政策干预、合理设项和树立示范学校等方式加强管理与引导高校开展体育竞赛工作;全省高校职能部门需要挖掘自身潜力、加强内部管理、提升竞争力。

Abstract： By using the method of Investigation and mathematical statistics， this paper makes an investigation and analysis on the participation of universities and colleges in the 19th Jiangsu Games. However， a quarter of the colleges and universities in the province did not participate， and a third of the colleges and universities participated in fewer events. The author points out that the competition of provincial games in universities is a systems engineering， and the top-level design should be done well. The Management Department of the physical and Health Art Department of the Provincial Education Department strengthens the management and guides the university to carry out the sports competition by means of policy intervention， setting up reasonable items and setting up model schools. The functional departments of colleges and universities in the whole province need to tap their own potential， strengthen their internal management and enhance their competitiveness.

2018年9月10日，習近平总书记在全国教育大会上发表重要讲话，明确指出“要树立健康第一的教育理念，开齐开足体育课，帮助学生在体育锻炼中享受乐趣、增强体质、健全人格、锤炼意志”。为贯彻习总书记在全国教育大会上的讲话精神，实现“享受乐趣、增强体质、健全人格、锤炼意志”四位一体的学校体育目标，从人的全面发展角度，王珊等学者通过对充分发展的理论基础和基本内涵进行解读，提出充分实现体育教育的全面育人功能，为“生命教育、终身体育”奠定基础[1]。从体育教学实践角度，教育部体卫艺司司长王登峰提出“要强化学校体育发展的主要任务，坚持以教、练、赛为主要手段来实现目标、完成任务。每个学生都要掌握运动技能，都要加入课外锻炼、课余训练，都要参与体育竞赛”。……
