摘要：近年来我国在各个领域都取得了傲人的成就，同时社会也正处于转型的重要时期。我国政府提出了依法治国的理念，一个健康的法治国家需要有相应的维稳社会、预防犯罪的管理模式，而立体化、信息化的社会治安管理体系正是我们现代化治安防控的重要手段。我国是一个新兴大国，具有本身的独特国情，社会治安防控体系不能完全仿照其他国家，而是要走出一个自己的建设之路，并要结合符合国情的现代化元素，形成高度的社会治理体系。

Abstract： In recent years， China has made great achievements in various fields， and the society is also in an important period of transformation. Our government has put forward the concept of governing the country by law. A healthy country under the rule of law needs to have the corresponding management mode of maintaining social stability and preventing crimes， and the three-dimensional and informationized social security management system is an important means for our modern prevention and control of public security. China is a big emerging country with its own unique national conditions. The public security prevention and control system should not be completely modeled on that of other countries. Instead， it should find its own way of construction and form a high level of social governance system by combining the modern elements in line with China's national conditions.

“雪亮工程”即我國社会公共安全视频监控建设联网应用项目，对于促进和谐社会、建设安全家园有着重要的意义和作用。随着我国经济的快速发展，政府对于社会治安、打击犯罪、民生服务、社会管理等多个方面都加强了治理能效，新时代的社会治理需要有新时代的手段和措施，因此“雪亮工程”应运而生，在维护社会稳定、预防暴力犯罪方面有积极的意义，还实现了立体化社会治安防控体系的完善与优化[1]。

1  社会治安防控体系现代化的内涵分析

1.1社会治安防控体系内涵的演变。我国改革开放的初级时期，经济市场开始觉醒，由此社会治安问题已经成为了政府的头等大事，但是介于当时社会体系以及科技的局限性，虽然已经有了社会治安防控体系的思维和想法，但是还没能形成实际的成果。……
