摘要：本文针对建设项目大气环境防护距离的划定，以及厂界外大气污染物排放浓度执行标准，结合日常审批中的经验、建设项目周边现状及其预测浓度，对建设项目大气环境防护距离与厂界外污染物浓度执行标准进行探讨。

Abstract：In this paper，according to the delimitation of the atmospheric environmental protection distance of the construction project and the implementation standard of the emission concentration of air pollutants outside the plant boundary，combined with the experience in daily approval，the current situation around the construction project and its predicted concentration，the implementation standard of the atmospheric environmental protection distance and the concentration of pollutants outside the plant boundary of the construction project is discussed.

建设项目厂界外大气环境防护距离和卫生防护距离一直是环评编制单位及其审批部门关注的焦点。从日常环评审批中可以看出，多数环评编制单位对排放废气的建设项目，既进行了大气环境防护距离评价，也对卫生防护距离进行计算，结果就是每个建设项目最终都按卫生防护距离软件计算得出的距离来代替大气环境防护距离，并进行了划定，给建设项目落地投产带来了很大困扰。本文针对这种情况，就建设项目环境影响报告书（表）大气环境防护距离的划定问题提出了分类处理的观点，仅供环评编制人员和审批者参考。

1 划定依据及方法

1.1 划定的依据

排放废气的建设项目是否需要划定大气环境防护距离，是依据《环境影响评价技术导则  大气环境》（HJ2.2-2018）[1]相关规定作出的。当建设项目厂界外废气污染物预测排放浓度小于或等于该污染物厂界外浓度监控限值，但短期贡献浓度超过GB3095浓度限值的，应自厂界向外划定一定范围的防护区域，确保划定的防护区域外的污染物贡献浓度达到GB3095标准，划定的防护区域内不应有长期居住的人群;当建设项目厂界外废气污染物短期预测浓度满足环境GB3095短期浓度时，就不需要划定防护区域。……
