摘要：世界贸易组织自成立以来在世界经济中起了重要的作用，促进了国际贸易自由化发展，但是近年来多哈回合谈判始终无法成功的现状以及面临的区域贸易协定冲击等难题让一些人认为WTO的前景堪忧。基于此点，本文通过对WTO的现状及面临的难题进行分析，对WTO的未来发展走向进行了预测，并认为及时有效的改革，是其以崭新的面貌更好发展的必由之路。

Abstract： Since its establishment， the WTO has played an important role in the world economy and promoted the development of international trade liberalization. However， the failure of doha round negotiations in recent years and the impact of regional trade agreements have made some people think that the future of the WTO is not promising.Based on this point， this paper analyzes the current situation and problems of WTO， forecasts the future development trend of WTO， and believes that timely and effective reform is the only way for WTO to develop better with a new look.

近年來，随着世贸组织暴露的问题越来越多，改革势在必行，对此各方学者也纷纷提出自己的建议和提案，WTO改革什么、怎么改革都涉及到成员国各方根本利益，因此不是一蹴而就的问题。本文力求分析WTO改革的形势，归纳WTO改革的焦点问题，包括决策机制、接纳程序、调控能力等，并拟提出WTO改革的对策建议。

一、世界贸易组织的现状

（一）多哈回合谈判迄今无法成功完成

世界贸易组织组织成立以来，对进一步削减和取消关税及其他贸易壁垒，解决国际贸易中的歧视性待遇问题，促进世界经济与贸易发展等，发挥了其他国际机构难以取代的作用。但多哈回合谈判自2001年启动之后就不断陷人僵局，一直没有达成协议，因此造成一部分人对WTO持有悲观和消极态度。不过我们也要看到，多哈回合巴厘会议达成了《贸易便利化协 》等一些诸边协定，其中32个《加入议定书》更是改写了WTO协定的某些内容，除此以外2015年世贸组织……
