摘要：以跨境电商综试区广州、杭州、郑州、成都为研究对象，构建跨境电商综试区经济竞争力指标体系，从国际贸易、制度体系、商务法规、金融、社会责任指标的角度入手，从中挖掘制约跨境电商发展瓶颈问题，提出跨境电商综试区差异化发展的新路径，建设安全、自由、便利的国际贸易营商环境，让跨境电商综试区在发展中规范、在规范中发展，最终实现跨境电子商务健康、良性的高速发展。

Exploring A New Path Of Cross-Border E-Commerce Comprehensive Pilot Zone Based On Economic Competitiveness

Abstract： Taking the cross-border e-commerce comprehensive pilot zone in Guangzhou， Hangzhou， Zhengzhou and Chengdu as the research objects， the economic competitiveness index system of cross-border e-commerce comprehensive pilot zone is constructed， from the perspective of international trade， institutional system， business regulations， financial and social responsibility indicators. Start with， explore the bottlenecks that restrict the development of cross-border e-commerce， propose a new path for the differentiated development of cross-border e-commerce comprehensive pilot zone， and build a safe， free and convenient international trade business environment.

我国自2015年以来先后批复成立跨境电商综试区59个，每个综试区积极探索，针对保税进出口、跨境物流、仓储、通关等环节不断创新，努力打造各综试区跨境电商特色服务体系。伴随跨境电子商务的高速发展，出现了诸多问题，原有的模式已经难以满足国际市场和世界各地客户的需求，原有的物流和金融支付方式也存在一定的风险，加之产业信誉问题，跨境电子商务新的路径探讨迫在眉睫，跨境电子商务试验区的未来，需要在精细化运作与安全交易两个方面入手，摆脱粗放的规模增长。因此，本文通过分析以广州为代表的四个综试区发展现状，挖掘发展制约因素，提出发展新路径，培育跨境电商产业链，改善政策环境，提供便利交易环境，完善贸易监管，提高支付效率和物流效率等综合服务能力，实现跨境电商综试区良性可持续发展。
