摘要：近年来，我国城镇风貌的研究逐渐由规划编制转向实施管控引导，但由于风貌规划缺乏明确的法定地位，相关技术标准文件对规划编制的指导管控作用较弱，导致在具体建设实践中存在调整随意性大、可操作性较差、控制管理不足等问题。本文确立了宏观总体引导、微观详细控制的全域、全要素、全过程的风貌实施控制引导技术体系。以城镇作为风貌控制基本单元，采用横向区域协同、纵向要素控制的研究方法，在分析当前风貌导则存在问题的基础上，从行动纲领、行动建设、行动管理三个层面制定了城镇风貌导则思路和主要内容，探索行动计划导向下的城镇风貌实施路径。旨在构建具有指向性、整体性、针对性、差别化的风貌设计导则，提高城镇风貌规划的严肃性、建设的可实施性及管理的可持续性。

Research of Township Landscape Guidelines Formulation under the Guidance of Action Plan： Taking "the Small Towns Landscape Planning and Design Guidelines in Liaocheng City" as an Example

[Abstract] In recent years， the study of township landscape in China has gradually shifted from planning formulation to implement of management and control. However， because of the lack of clear legal status and the weakness of the guidance and control through relevant technical standard on planning formulation， there are many problems in the specific construction， such as adjustment randomness， poor operability， inadequate control and management， etc. In this paper， the landscape implementation and control guidance technology system was established including macro overall guidance and micro detailed control of the whole area， all elements， the whole process. Taking the towns as the basic style control unit， adoptting research methods of horizontal regional coordination and vertical element control， based on the analysis of the existing problems， this paper formulates the ideas and main contents of township landscape guidelines from the three levels of action program， action construction and action management， to explore the implementation path of township landscape under the guidance of action plan. The goal is to construct guidelines with directivity， integrity， pertinence and differentiation， in order to improve the seriousness of township landscape planning， the feasibility of construction and the sustainability of management.
