[摘 要]电子商务作为一种新型交易模式在我国经济发展中充分发挥助推作用，成为中国经济发展的“新动力”。诸多实例表明，农村电子商务对于农村经济的发展具有重要作用。以吉林省白山市临江市为例，利用迈克尔·波特的钻石模型分析了临江市农村电子商务发展过程中所存在的问题，并针对这些问题提出了相关解决方案。

Problems in Rural E-commerce Development from the Perspective of Diamond Model

——Take Linjiang City， Baishan City， Jilin Province as An Example

Abstract： E-commerce as a new type of transaction model has fully played a role in promoting my country's economic development， and has become a "new driving force" for China's economic development. Many examples show that rural e-commerce development plays an important role in the development of rural economy. This article selects Linjiang City， Baishan City， Jilin Province as an example， uses Michael Porter's "Diamond Model" to analyze the problems in the development of rural e-commerce in Linjiang City， and finally proposes relevant solutions to these problems.

電子商务突破了传统交易在区位上和时间上的限制，减少了交易的中间环节，具有降低成本、集约生产要素的作用。近年来，电子商务在我国的发展势头强劲，据商务部电子商务和信息化司统计，2018年，我国电子商务交易额为31.63万亿元，相比于2015年增长了34.24%，电子商务相关就业人员达到4250万人，农村网络零售额达到1.27万亿元，农村网店数达到985.6万家[1]。电子商务既是我国经济增长的“新动力”，也为县域解决“三农问题”提供了新途径和新思路。义乌、遂昌、沙集等实例也表明，电子商务能够转移农村剩余劳动力，实现县域就地城镇化，推动县域产业结构升级，助推县域经济发展[2]。随着互联网对农村的渗透程度越加深入，农村发展电子商务对于我国经济可持续、健康发展具有重要战略价值。

一、临江市电子商务介绍

临江市政府将电子商务作为精准扶贫的一种手段引入农村。2015年底，临江市政府投入百万资金的75个村级服务站全面建成，为村民提供线上缴费、代购、代销等服务，利生源、彪哥等6家企业首批入驻“企号店特产中国·临江馆”，临江市也被列入全国电子商务农村示范县，并争取到了1850万的资金。……
