摘  要：本文通过分析辽宁省高校高水平运动队的地域分布、项目布局的现状和依据等相关问题，对保证辽宁省高校高水平运动队的健康、科学、稳定、持续发展，大力推进本省竞技体育实力的提高，加强运动队伍的建设，促进本省高校高水平运动队伍的快速发展，保障本省高校高水平运动队管理的良性运行，对提高辽宁省高校的竞技水平，提高本省高校的整体竞争力与完成新时期的新要求具有重要的意义与帮助。

Abstract： This paper analyzes the regional distribution of high-level sports teams in colleges and universities of Liaoning Province， the current situation and basis of the layout of sports events， and other related issues， in order to ensure the healthy， scientific， stable and sustainable development of high-level sports teams in colleges and universities of Liaoning Province， we will vigorously promote the improvement of competitive sports strength in our province， strengthen the construction of sports teams， promote the rapid development of high-level sports teams in colleges and universities in our province， and ensure the sound operation of the management of high-level sports teams in colleges and universities in our province. It is of great significance and help to improve the competitive level of colleges and universities in Liaoning Province， to improve the overall competitiveness of colleges and universities in Liaoning Province and to fulfill the new requirements in the new period.

1  研究背景及意義

自1987年原国家体委（现在的国家体育总局）和国家教委联合发出《关于普通高校试行招收高水平运动员工作的通知》，我国高校高水平运动队历经近30多年发展建设，为我国竞技体育和高校体育发展发挥了重要的作用。2016年5月国家体育总局发布了《体育发展“十三五”规划》，提出竞技体育发展方式有效转变，综合实力和国际竞争力进一步增强。项目结构不断优化，发展质量和效益显著提高。2017年10月，国家主席习近平在十九大报告中2次提到体育，为我国体育事业的发展指明了方向，尤其在今后的5～10年为我国体育事业发展提出了新目标、新要求，这对我国高校的高水平运动队的发展提出了目标方向，同时对高水平运动队建设也提出了更高的要求。高校举办高水平运动队对运动项目的选择与布局在一定程度上决定了高校建设高水平运动队所能获取的效益和成败。……
