摘要：南水北调东线山东德州段工程的实施，有效的解决了德州市（受水区）水资源短缺问题，优化了水资源的配置，改善了德州市特别是武城县人民的用水条件，改善了德州市地下水资源超采造成的漏斗状况，增加了灌区灌溉效益，并不同程度的改善了渠道沿途的生态环境，特别是2019年4月份北延应急试试通水后，干涸已久的运河有了勃勃生机。本文以南水北调东线山东德州段为例，通过介绍通水后德州市的水资源情况的变化来浅析一下这段工程的社会效益。

Abstract： The implementation of the east line of the South-to-North Water Diversion Project in Shandong's Dezhou section has effectively solved the shortage of water resources in Dezhou City， optimized the allocation of water resources， and improved the water conditions of the people in Dezhou City， especially Wucheng County， improved the funnel situation caused by over-exploitation of groundwater resources in Dezhou City， increased irrigation benefits in the irrigation area and improved the ecological environment along the channel to varying degrees. Especially after the emergency trial of the north extension in April 2019， the long-dried canal was full of vitality. This article takes the Dezhou section of Shandong on the east route of the South-to-North Water Diversion as an example， and analyzes the social benefits of this project by introducing the changes in water resources in Dezhou City after the water supply.

0  引言

南水北调德州段工程包括七一、六五河输水工程、大屯水库蓄水工程、灌区影响处理工程、截污导用处理工程4部分，总投资19.93亿元，其中灌区影响工程包括夏津灌区影响处理工程和武城灌区影响处理工程，总投资1.8亿元，主要是解决因干线工程建设对地方水系造成的影响修建的恢复性工程，对优化提升地方水系结构、配套完善灌排条件意义重大;德州段渠道工程在建设期间被称为“七一·六五河段工程，又包括德州市夏津段渠道工程和武城段渠道工程，自聊城、德州市界闸下游师堤西生产桥至草屯生产桥，全长65.2km，其主要任务是将调入小运河的江水继续北上送至大屯水库，向德州市调蓄供水，工程建成通水后，可基本解决德城区和武城县城区的供水需求，对保证德州市可持续发展，改善地下水环境，提高人民生活质量起到非常重要的作用。……
