摘要：目前武器装备体系化发展使得装备需求论证工作需要理论和方法的创新，本文总结归纳了运筹方法在该领域取得的成果，指出各种方法的适用范围以及利弊，并在此基础上提出三点对策建议，希望运筹分析在该领域的发展有所突破。

Abstract： At present， the systematic development of weaponry and equipment makes the equipment demand demonstration work require the innovation of theories and methods. This paper summarizes the achievements of the operation research method in this field， points out the application scope and advantages and disadvantages of various methods， and proposes three countermeasures on this basis， to hope that operational research and development will have a breakthrough in this field.

1  绪论

整个运筹学研究是从解决军事问题开始的，后来由于运筹方法广泛用于非军事领域，因此，专门用于军事领域的就被称为军事运筹学。军事运筹学是应用数学工具和计算技术对军事问题进行定量分析，为决策提供数量依据的一门数学分支学科，它是一个综合性应用学科，也是现代军事科学的重要组成部分。武器装备需求论证是武器装备需求的开发和验证过程，是为装备发展提供决策依据的研究工作。其研究对象是未来要发展的装备要求，输入是作战单元的使命任务，输出是满足使命任务需求的武器装备需求方案，按照内容分可分为任务需求分析、能力需求分析、装备体系需求分析、装备型号需求分析、装备技术需求分析，按照装备需求论证的层次关系，由宏观到微观依次展开可分为装备发展战略需求分析，装备体制需求分析，装备规划、计划需求分析，装备型号需求分析。

回顾相关文献，在装备需求论证中运筹分析主要用数学规划、图与网络分析、不确定性理论、数据包络分析法、层次分析法与网络分析法、主成分分析法与因子分析法、计算机模拟等理论与方法来支撑。……
