摘要：综合资源管理系统作为电信运营商现网资源管理的主要平台，以及电信增值业务发展的重要技术支撑。文章首先对综合资源管理系统的现状进行梳理，介绍了管理平台的软件架构，并根据现阶段电信业务发展需求，提出了几点关于综合资源平台性能改进的方案和建议，包括资源资产管理、资源质量管理、在线设计平台及新业务支撑四部分。最后结合现阶段物联网、大数据、云计算等技术发展，对未来综合资源管理系统的发展做了展望。

Abstract： As the main platform of telecom operators' current network resource management， the Integrated Resource Management System（IRMS） is an important technical support for the development of telecom value-added services. Firstly， this paper combs the current situation of the integrated resource management system， introduces the software architecture of the management platform. And according to the demand of the current telecom business development， this paper proposes several schemes and suggestions on the performance improvement of the integrated resource platform， including four parts： Resource Asset Management （RAM）， Resource Quality Management（RQM）， Online Design platform（ODP） and new business support. Finally， combining with the development of Internet of things like big data， cloud computing and other technologies， this paper prospects the future development of integrated resource management system.

0  引言

近年来随着移动通信技术与互联网技术的结合发展，电信运营商网络资源不断扩张，业务资源更加纷繁复杂[1]。为了加强对现网多种资源的管理及应用，优化资源结构提高网络资源的利用率和合理性，提高电信运营商面向网络的管理能力、面向业务的提供能力，电信运营商提出网络资源综合管理，实现包括集网络调度、設备管理、业务管理于一体的资源综合管理系统，从而更好的支撑电信业务的提质增效发展[2]。

1  系统现状

综合资源管理系统作为xx省移动网络资源管理平台，经过前期建设已实现对现网全专业的数据进行集中化和规范化的管理;规范了家客业务、集客业务的管理流程和网络割接流程中资源的标准化管理;并与周边网管系统打通了接口，实现数据互通共享，对部分上层应用系统提供了数据及应用支撑。……
