Feasibility Analysis of the Integrated Smart Irrigation System in Sichuan Region

【摘  要】党的“十三五”规划提出发展节水型农业，并且积极推进农业的发展转型。农业的转型自然离不开科技的助力，通过一体化智慧灌溉技术和设备的引入可以改变传统农业的灌溉方式，通过应用精准灌溉的施肥技术可以改善农业种植技术，提高水肥利用率进而提高农业生产率。论文从技术分析、地域分析和经济效益分析等多角度全面分析了在四川地区投资建设一体化智慧灌溉系统的可行性，为智慧农业和康养农业的项目投资者、从业者以及相关部门的政策制定者提供了行动基础和依据。

【Abstract】The "13th Five-Year" Plan of the Party proposes to develop water-saving agriculture and actively promote the development and transformation of agriculture. The transformation of agriculture must be inseparable from the help of science and technology. Through the introduction of integrated smart irrigation technology and equipment， traditional agricultural irrigation methods can be changed. Through the application of precise fertilization technology for irrigation， agricultural planting technology can be improved， water and fertilizer utilization can be improved， and then agricultural productivity can be improved. This paper comprehensively analyzes the feasibility of investment and construction of integrated smart irrigation system in Sichuan region from the perspectives of technology analysis， regional analysis， economic benefit analysis and so on， which provides the action basis and basis for the project investors， practitioners and policy makers of relevant departments of smart agriculture and healthy agriculture.

1 引言

我国是世界上的农业大国，但又是耕地严重不足的国家。目前，我国人均耕地面积排名世界第126位，仅占有世界人均耕地面积的40%。一方面，我国水资源持续紧张，总量不足并且空间分布不均，严重制约了农业的发展;另一方面，农业管理却仍处于粗放型模式，没有合理有效利用水肥资源，导致生产率低下，远远低于发达国家水平，这也对我国农业向现代化转型升级提出了极大挑战。因此，应用一体化智慧灌溉系统（以下简称智慧灌溉系统）具有长远和现实意义。

智慧灌溉系统能够提高灌溉管理水平，改变人为操作的随意性，智能调控农药化肥用量，降低管理成本，显著提高效益，同時，也可以减少对生态的影响。……
