摘要 为提高大别山区创业水平，尽早完成脱贫攻坚目标，在对已有研究进行综述并借鉴的基础上，通过联合使用DEA模型和Malmquist指数模型分析方法，以完成脱贫攻坚任务为目标，提出对大别山区创业公共服务平台分别进行静态和动态评价的效能评价方案。以大别山区S县为例进行了实证分析，结果表明：创业公共服务投入产出效率总体水平非常低，规模效率低下是其主要原因;创业公共服务投入产出效率呈不断提升的状态，技术进步较快是其主要动力。说明通过在大别山区构建创业公共服务平台，对创业企业及政府公共服务实现资源整合和集聚化管理非常必要，同时也说明评价方案是科学合理的。

Abstract In order to improve the level of entrepreneurship in Dabie Mountain area，to achieve the goal of poverty alleviation and hard work as soon as possible，on the basis of summarizing the existing research and drawing lessons from it， we use the combination of DEA model and Malmquist index model. In order to accomplish the task of poverty alleviation and hard work， the effectiveness evaluation scheme of static and dynamic evaluation of the public service platform in Dabie Mountain area is put forward. Taking S County in Dabie Mountain Area as an example， the empirical analysis is carried out. The results show that the overall level of input and output efficiency of entrepreneurial public services is very low. And the low efficiency of scale is the main reason for this problem. The input and output efficiency of entrepreneurial public service is increasing. Rapid technological progress is the main driving force for this phenomenon. It is necessary to build an entrepreneurial public service platform in Dabie Mountain area. It is very necessary for the enterprise and its public services to realize the integration and centralized management of the resources. At the same time， it also shows that the proposed evaluation plan is scientific and reasonable.

大别山区曾为中国革命作出了巨大贡献。新中国成立后，尤其是改革开放以来，大别山区发生了翻天覆地的变化，但与其他地区相比，老区仍然十分落后，长期戴着“贫困帽”，其扶贫减贫工作始终牵动全国上下，目下已经到了脱贫攻坚的关键阶段。为尽早实现老区脱贫攻坚目标，党中央、国务院及各地政府高度重视。2016年4月，习近平总书记在视察地处大别山腹地的金寨县时强调，各级党委和政府要按照党中央提出的精准扶贫要求，打好脱贫攻坚战，确保老区到2020年全面实现脱贫目标。2012年，国务院连发《国务院关于大力实施促进中部地区崛起战略的若干意见》《国务院关于大别山区区域发展与扶贫攻坚规划（2011—2020）的批复》等重要文件，均重点针对大别山区的发展做了重要指示，明确了扶贫脱贫任务。……
