Reflections on Improving the Financial Management of Township Health Centers in the New Era

【摘  要】乡镇卫生院涉及的利益群体非常广泛，因此，随着市场经济的不断发展，也要求对财政体制不断改革，加强卫生院的财务管理，是解决许多复杂社会问题的重要切口。论文将结合新时期乡镇卫生院的发展现状，阐述当下乡镇卫生院财务管理存在的问题，针对问题提出合理的建议。

【Abstract】 The interest groups involved in township hospitals are very extensive， so with the continuous development of the market economy， the financial system of hospital also requires to be continuously reformed.And strengthening the financial management of hospitals is an important incision to solve many complex social problems. Based on the current development situation of the township hospital in the new era， this article will explain the existing financial management problems of township hospital， and put forward some reasonable suggestions.

1 引言

乡镇卫生院是县或乡设立的一种卫生行政兼医疗预防工作的综合性机构，是维护地区内医疗卫生工作，进行医疗问诊业务指导和会诊工作的基层医疗组织。作为农村三级医疗网点的重要环节，是直接解决农村看病贵看病难的重要一关。财务管理工作是乡镇卫生院日常管理工作的重要内容，管理的质量直接影响卫生院正常医疗工作的开展。所以在新时期下，社会各界都对卫生院财务管理的转型给予了高度关注，完善各项财务管理的规章制度，是国家医疗卫生事业发展的现实要求。

2 乡镇卫生院财务管理存在的问题

医院是在发展中求生存的，所以医院财务管理作为基本的工作内容，也需要不断提高要求。医院在发展中投入和使用的资金，只有进行科学有效的管理，才能推动医院的发展，然而当下乡镇卫生院的财务管理却存在以下问题。

2.1 财务管理制度不健全

部分乡镇卫生院作为基层医疗机构，对时代发展的敏感度较低，许多乡镇卫生院执行的财务管理制度已经过时，不能适应新时期下乡镇卫生院的发展情况。……
