Discussion on the Key Points and Operation Management of PPP Project of

【摘  要】在进行市政基础建设的过程中，地下综合管廊建设是其中的关键点。为了缓解当前建设的财政压力，引入PPP项目是非常重要的。这种运营管理模式下，政府和社会资本共同合作，能够满足城市建设对于资金的需求。论文将针对PPP项目实施的关键点以及运营管理的具体情况进行分析，并提出一定的建议。

【Abstract】In the process of municipal infrastructure construction， the construction of underground comprehensive pipe gallery is the key point. In order to alleviate the financial pressure of current construction， it is very important to introduce PPP project. Under this mode of operation and management， the government and social capital work together to meet the capital needs of urban construction. This paper analyzes the key points of PPP project implementation and the specific situation of operation management， and puts forward some suggestions.

1 国内外综合管廊发展情况概述

19世纪在法国巴黎建设了世界上第一条综合管廊，在这之后相关的技术已经不断完善。西班牙、英国、伦敦等一些城市也借鉴了相关的经验。

1958年北京建设了中国的第一条综合管廊，1994年上海也建设了综合管廊，集结了燃气、通信等相关的管线。到2010年，世博园在这基础上优化了综合管廊，在新型的城市管线之中，又增加了垃圾管、蒸汽管以及冷热水器管[1]。

2 PPP模式下的综合管廊管理机制分析

PPP模式是一种公私合营的模式，是在城市进行基础设施建设的过程中，进行合作，这过程中政府以及私人组织根据一定的特权协议形成了一种合作关系。在签订合同的过程中，能够规定政府以及私人组织二者的权利义务，并确保项目的顺利完成。

综合管廊和不同的主体管道连接在一起，在使用管道的过程中，不同主体管道的利益可能会受到影响，所以应当采取有效的运营机制。在进行运营管理的过程中，政府作为主导，应当明确划分不同主体的权利义务以及利益，这样才能够获得更好的管理效果。……
