摘要：基于三峡库区生态农业发展的重要性，在对三峡库区生态农业项目实施情况进行调查分析的基础上，识别现有项目管理所存在的前期论证不充分、申报审批程序复杂、建管制度不完善、配套資金保障水平低、运营管护制度不完善等问题，并针对性提出了更新项目管理理念、提高管理决策水平、加强项目动态管理、健全多元化投入机制、完善项目运行管护机制、建立项目后评价体系等对策建议。

Abstract： Based on the importance of the development of ecological agriculture in the Three Gorges Reservoir area， and based on the investigation and analysis of the implementation of ecological agriculture projects in the Three Gorges Reservoir area， the problems of inadequate preliminary argumentation in existing project management， complex procedures for application and approval， inadequate construction management system， low level of supporting fund protection， and incomplete operation management and protection system are identified. Countermeasures and suggestions such as updating project management concepts， improving management decision-making levels， strengthening project dynamic management， improving diversified investment mechanisms， improving project operation management and protection mechanisms， and establishing post-project evaluation systems are put forward.

三峡库区地质构造复杂，是集农村、山区、移民区为一体的典型生态脆弱区[1]。境内耕地资源有限、水土流失严重、地质灾害频繁、农业面源污染积重难返等资源耗竭和环境恶化问题，已成为制约库区实现可持续发展的重要因素。生态农业是一种基于生态学原理与系统科学方法，融合现代农业技术和科学成果，使农业集生态合理性与功能良性循环于一体的农业现代化发展模式[2]。在三峡库区发展生态农业，对转变耕作方式，减少面源污染，保护水库水质，提高土地产出，增加农民收入具有重要作用[3]，既是对绿水青山就是金山银山理念的践行，也是推进库区产业生态化和生态产业化发展的重要路径，更是促进库区移民安稳致富、实现乡村振兴的惟一选择。
