摘  要：在分析智慧校园建设的基础上，提出从高校档案组织体系、高校档案制度体系、高校档案信息服务体系三个方面建立高校档案管理机制。认为高校应根据《高校档案管理办法》要求建立高校档案馆，切实履行其行政职能，树立“大档案观”，把高校档案馆建设成高校信息资源中心，为智慧校园建设提供智慧化的档案信息服务，并在发展过程中实现高校档案工作的质的飞跃。

Abstract： Based on the analysis of the construction of smart campus，this paper proposes to establish an efficient Archives management mechanism from three aspects： the Archives organization system，the Archives system and the Archives information service system. It is believed that colleges and universities should set up Archives in accordance with the requirements of the Measures for the Management of Archives in Universities，fulfill their administrative functions effectively，establish the concept of "big Archives"，build Archives in universities into information resource centers，so as to provide intelligent Archives information service for the construction of smart campus，and to realize the qualitative flying of Archives work in Colleges and universities in the process of development.

1 引言

教育部2012年印发的《教育信息化十年发展规划》中提出“以数字化校园建设为基础的智慧校园建设是高等教育信息化建设核心任务之一”。2016年“智慧校园”被写进全国教育信息化工作要点，智慧校园建设已经成为一种时代潮流，众多的高校都在积极投入智慧校园的建设之中。

在智慧校园的建设过程中作为学校信息资源中心的高校档案馆不仅为智慧校园建设提供智力支持，更是智慧校园建设的重要组成部分，同时智慧校园的建设也丰富了档案馆的馆藏，使馆藏资源更加多样化。我们知道管理机制是指管理系统的结构及其运行机理，是决定管理功效的核心问题。在海量的信息面前，建立高校的档案管理机制势在必行。高校的档案管理机制主要包括：高校档案组织体系、高校档案制度体系、高校档案信息服务体系。

2 健全高校档案管理组织体系是前提

高等学校档案是指高等学校从事招生、教学、科研、管理等活动直接形成的对学生、学校和社会有保存价值的各种文字、图表、声像等不同形式、载体的历史记录，是高等学校重要的基础性工作。……
