摘  要：本文以中国航发沈阳发动机研究所为例，引入系统工程思想，构建以档案工作需求为输入，以需求体系、操作体系、产品层次体系为核心，以综合保障体系为支撑，以档案产品为输出，以使命和愿景为目标的企业档案工作管理体系。本体系旨在对企业档案工作如何正确地做正确的事进行分析，为档案工作更好地发挥固有作用和展示自身价值提供基础保证。

Abstract： In order to improve the effect of business Archives work， taking Shenyang engine Research Institute of AECC Shenyang Engine Research Institute as an example， this paper introduces the idea of systems engineering， constructs an business Archives work management system with archival work demand as input， archival work demand subsystem， technical operation subsystem， product hierarchy subsystem as core， comprehensive guarantee subsystem as support， archival products as output， vision as the goal. The purpose of this system is to analyze how to do the right thing correctly in the archival work of enterprises， and to provide the basic guarantee for the archival work to better play its inherent role and display its own value.

1 引言

企業档案工作是利用科学的原则和方法直接对档案实体和档案信息进行管理并提供利用服务的综合性工作。以1978年钱学森在上海文汇报发表《组织管理的技术——系统工程》一文为标志，系统工程思想引进中国，并于20世纪90年代到21世纪初由肖汉杰[1]、韩瑛瑾[2]、孙梦芝[3]、廖岚亭[4]、翟素萍等[5]、郑元香[6]和李惠铭[7]等尝试引入档案工作实践中。周贤慧[8]运用系统工程原理将档案工作系统解构为档案工作目标、档案工作管理内容（各流程环节）、档案工作管理资源（人财物等环境）等方面。

本研究以中国航发沈阳发动机研究所为例，借鉴现代系统工程模型和梁春华等[9]构建的情报工作体系，构建以愿景为目标，以档案管理、档案编研、档案科研工作需求为输入，以需求体系、操作体系、产品层次体系为核心，以综合保障体系为支撑，以档案产品为输出的基于系统工程思想的企业档案工作管理体系，旨在以更快的速度、更高的质量、更低的成本开展企业档案工作，充分发挥档案的内在价值，为企业发展提供支撑与保障。……
