摘  要：国家治理视域下的档案治理是档案行政管理活动在治理理论指导下的优化升级。本文旨在分析档案管理与档案治理的关联，明确二者的区别和联系，在此基础上否定档案管理走向档案治理的合理性，提出从档案行政管理到档案治理。同时，提出档案治理的实现路径，首先须构建档案治理体制机制，其次要依法进行档案治理，最后档案治理须走向标准化。

Abstract： Archives governance from the perspective of national governance is the optimization and upgrading of Archives administration activities under the guidance of governance theory. This paper aims to analyze the relationship between Archives management and Archives governance， make clear the distinction and connection between them， on this foundation negates the rationality that transformation from Archives management to Archives governance， put forward from Archives administrative management to Archives governance. At the same time， put forward the realization path of Archives governance， firstly， should build Archives governance system mechanism， secondly， Archives governance should be in accordance with the law， finally Archives governance should be standardization.

1 前言

自20世紀90年代以来，在西方学术界，特别是在经济学、政治学和管理学领域，“治理”一词十分流行[1]。世界银行首次使用了治理（Governance）一词，之后“治理”一词便出现在经济合作与发展组织（OECD）、联合国开发署（UNDP）、联合国教科文组织（UNESCO）等国际组织机构的报告中。1992年联合国全球治理委员会成立，委员会将“治理”定义为是个人和制度、公共和私营部门管理其共同事务的各种方法的综合。2013年党的十八届三中全会通过了《中共中央关于全面深化改革若干重大问题的决定》指出：“全面深化改革的总目标是完善和发展中国特色社会主义制度，推进国家治理体系和治理能力现代化”[2]。2016年国家档案局印发《全国档案事业发展“十三五”规划纲要》（以下简称《纲要》）提出“加快完成档案治理体系，提升档案治理能力，为夺取全面建成小康社会决胜阶段的伟大胜利作出积极贡献”[3]。

档案治理相关问题研究主题主要集中在“档案治理”概念、内涵与功能、理论框架、比较研究等方面，并形成了以金波、晏秦、刘东斌、陈忠海、常大伟等为核心的学人研究圈。……
