摘  要：档案文化源于档案及档案現象，是一种包括了物质载体和附着信息形成过程的管理规则。档案文化理论以中国特色社会主义文化观为基础，根本价值是建构档案学理论与参与包括社会记忆、国家治理等在内的各种社会活动，核心内容在于认同，衍生部分包括档案职业大赛、档案展览和档案电视片等等。

Abstract： The archival culture originates from the archives and the archival phenomenon， which is a kind of management rule including the material carrier and the attached information formation process. The theory of archives culture is based on the concept of socialist culture with Chinese characteristics. Its fundamental value is to construct the theory of archives and participate in various social activities including social memory and national governance. The core content is identity， and the derivative part includes professional contest of archives， exhibition of archives， television film of Archives， etc.

大约在16年前，笔者受邀参加了广东省档案新馆的开馆仪式，并在同期举行的《档案与文化》研讨会上做了与会议题目相同的发言[1]，其间也分享了档案学界和业界同仁的真知灼见。十多年的时光很快过去了，而有关档案文化的话题并没有随着时间的流逝而淡漠。特别是随着近些年档案机构改革的深入和档案职业的发展[2]，档案文化现象越来越引发人们的关注与思考。2019年12月，国家发展与改革委员会所属的国家信息中心邀请笔者以《新时代中国特色社会主义档案文化建设的理论与实践创新》为题进行了一次讲座。在备课和讲授过程中，又一次强化了笔者对档案文化现象的认识。本文即围绕这些“认识”所做的进一步探讨，纯属个人观点，以求教于方家。

1 现象之源：档案

就像一切文化都有其来源一样，档案文化一定不能脱离其根本，这个根本就是档案或者称为档案现象。而探寻档案现象及其文化之源，则是一个从抽象到具体的过程。
