摘要：突发公共卫生事件发生关系到各行各业，对采供血机构而言，最关键的是如何应对突发公共卫生事件期间的采供血工作。新冠肺炎（NCP）发生以来，全国实施人员流动管制、限制出行。我市无偿献血工作人群主要来自街头无偿献血者，面对街头人员流动大面积减少，献血招募对象急剧下降，怎样应对特殊时期的采供血工作？本文主要介绍了平凉市应对新冠肺炎（NCP）期间采供血工作的策略及应急采供血体系的完善。

Strategies to Assure the Blood Collecting and Supplying in Pingliang，Gansu Province during COVID-19.

Abstract：Public health emergencies are related to all walks of life. For blood collection and supply institutions，the most important thing during the public health emergencies is to assure blood supply. Since the outbreak of COVID-19，the movement of people has been controlled and travel has been restricted. In the face of a large reduction in the movement of street people and a sharp decline in blood donors，and the fact that our city's unpaid blood donors mainly come from unpaid blood donors on the street ，strategies to assure the blood collection and supply in a special period becomes very crucial. This article mainly introduces strategies to assure the blood collecting and supplying in Pingliang，Gansu Province during COVID-19 and the improvement of emergency blood collection and supply system.

2015年6月9日，国家卫生计生委、国家中医药管理局、中国红十字会总会、总后勤部卫生部以国卫医发〔2015〕68号印发《关于进一步加强血液管理工作的意见》。要求建立血液供应保障机制，构建血液预警机制，建立血液应急管理体系，确保应急状态下血液供应与安全。本文主要探讨本次新冠肺炎（NCP）疫情防控期间本地区应急血液供应保障的应对策略及应急采供血体系的完善，现报道如下。

1 突发公共卫生事件新冠肺炎

新冠肺炎 新冠肺炎是急性感染性肺炎，其病原体是一种先前未在人类中发现的新型冠状病毒，即2019新型冠状病毒，2020年2月11日世界卫生组织将其命名为SARS-coV-2。人冠状病毒（HCoV）于1965年首次被报道，它还是所有年龄段普通感冒的病原之一，与夏季和秋季相比，冬季和春季的发生率更高。^[1]经呼吸道飞沫和密切接触传播，在相对封闭的环境中长时间暴露于高浓度气溶胶情况下存在经气溶胶传播的可能。……
