摘  要：目前全国各地涉农资金被截留、挪用、私分、侵吞的现象时有发生，职务犯罪案件高发。为了有效解决这些问题，针对这种情况设计了涉农资金信息监管平台系统，本平台系统将对涉农资金进行高度监控，构建以纪检部门为核心，财政部门一起参与监督涉农范畴违纪违法的新方式，更便捷地收集人民群众的反馈信息来更好地服务人民群众，使每一笔资金都能普及群众。

Abstract：At present，the phenomenon of interception，misappropriation，private separation and embezzlement of agricultural funds all over the country has occurred from time to time，and  duty crimes have been high. In order to effectively solve these problems，a system for agricultural fund information supervision is designed according to this situation. The system will highly monitor the agriculture-related funds，and build a discipline inspection department as the core. The financial department will participate in the supervision of the agriculture-related violations. The new way is to collect the feedback information of the people more conveniently to better serve the people and make every fund popularize the masses.

0  引  言

随着我国互联网技术不断普及和应用环境日益完善，“互联网+”理念和技术广泛运用到政务、监管和涉农服务领域，党的十九大报告提出“推动全面从严治党向基层延伸”以及“乡村振兴计划战略”，这对于监管涉农资金有效运用提出更高的要求。由于涉农区域范畴十分广，相关部门众多，资金的流向也比较复杂，涉及到的人口众多，相关的管理和监督任务十分艰巨。并且在资金流通当中，各部门扶贫惠民资金落实随意性大，缺乏一个统一完整高效的管理监管制度，以至于涉农资金被替换、调用、私吞的现象时常出现，职务违法案件高发。为了有效提高资金的利用效率，杜绝涉农资金的违规使用，预防腐败滋生等是新时代监管执法的重要研究内容，为了更好地提高涉农资金发放的透明度，围绕资金流向搞好监督，贯彻运用智慧纪检监察的理念，利用“互联网+”技术，以大数据作为支撑，构建集监督、执纪、问责和决策于一体的智能监督平台。……
