摘  要：“双创”和“新工科”建设是一项涉及面广，影响面宽的复杂系统工程，对高职教育的改革和发展具有重要引领作用，需要有清晰的内涵定义和建设思路。本文首先解读“双创”与“新工科”建设方面的国家政策及内涵，根据自身专业及调研情况叙述目前实训基地建设的现状，结合前期建设工作及实践探索经验总结出“双创+新工科”背景下电子技术专业实训基地的建设重点，以期为各类具有同样困惑的高职院校提供参考与借鉴。

Abstract：The construction of “double creation” and “new engineering” is a complex system project that involves a wide range of fields and has a wide influence. It plays an important leading role in the reform and development of higher vocational education and requires a clear definition of connotation and construction ideas. This paper interpret the “double creation” and “new engineering” aspects to the construction of the national policy and the connotation，according to their own professional and research situation described the current situation of the construction of training base，the early stage of the construction work and practice to explore the experience summed up the“double creation plus new engineering”under the background of electronic technology professional training base for the construction of the key，so as to provide reference for all kinds of vocational colleges have the same confusion with draw lessons from.

0  引  言

世界各国在科技发展及战略布局的竞赛已进入白热化，美国率先提出再工业化战略，德国发布了“工业4.0”，我国结合自身特点制定《中国制造2025》，各国在先进制造业的发展上积极抢占未来竞争制高点。教育部积极推进“新工科”建设，在2017年以来先后形成“复旦共识”“天大行动”和“北京指南”，并且发布了《关于开展新工科研究与实践的通知》《关于推荐新工科研究与实践项目的通知》等操作指南，结合中国模式和中国特色，全力探索工程教育教学和发展模式，为高等教育强国建设助力推进。

“双创”与“新工科”犹如一对孪生兄弟，二者互相影响，互相促进。“双创”的实施，关键在于人，而实践是必经之路。在“双创”背景下，为培养适应社会需求的“新工科”人才，不仅要对高职人才培养模式进行改革，还要对工科实训基地进行大胆的改造和尝试，只有两者同时进行，才能使新型工科人才的培养落地生根。……
