【摘 要】水利工程是一项技术含量高的复杂工程，其施工管理是工程顺利开展的决定因素。然而在水利工程施工管理过程中，由于多方面因素，导致工程施工管理存在一些不足之处，影响水利工程的顺利进行。本文主要针对水利工程施工管理的现状以及合理对策做简要的阐述，以提高水利工程的施工质量，从而推进我国水利事业的快速发展。

Discussion on Present Situation and Countermeasures of Construction Management of Water Conservancy Project

【Abstract】Water conservancy project is a complex project with high technical content， and its construction management is the decisive factor for the smooth development of the project. However， in the process of water conservancy construction management， due to various factors， resulting in construction management there are some shortcomings， affecting the smooth progress of water conservancy projects. This paper mainly focuses on the present situation of water conservancy construction management and the reasonable countermeasures， so as to improve the construction quality of water conservancy project and promote the rapid development of water conservancy.

1. 引言

水利工程在社會现代化建设中占有重要地位，水利建设或者城市的发展在很大程度上受水利工程施工质量的好坏的影响，而施工质量的高低取决于施工管理水平的高低，尽管最近几年来我国水利工程施工管理水平已经取得相对显著地进步，但是依旧存在着某些问题或者缺陷亟待解决，只有将这些问题彻底的予以解决，水利工程施工管理水平才能迈上新的台阶。良好的施工管理在水利工程建设过程中发挥着重要的基础性作用，也是搞好水利工作的先决条件。做好水利工程施工管理工作，有助于水利工程项目建设目标的顺利完成，有效的对广大人民群众的生命、健康和财产安全起到保护作用，同时也将对我国国民经济的持续稳定健康快速发展起到重要的推动作用。但我们清醒地认识到，当前水利工程建设施工管理工作还存在诸多不足，管理工作所存在的一系列漏洞对水利工程项目的进度产生了较大的抑制作用。……
