【摘 要】在改革开放的进程中，国家通过配套相应的制度，确立了企业的创新主体地位，激发了企业的创新动力，企业将创新战略的制定作为发展的重要驱动力。《国家创新驱动发展战略纲要》是新时期推进创新工作的纲领性文件，为创新驱动战略明确了目标、方向和重点任务。制度环境对企业制定创新战略的作用非常突出，企业应当立足当前，着眼未来，制定与制度环境相一致的创新战略。

【Abstract】In the process of reform and opening-up， through matching corresponding systems， the state has established the dominant position of enterprises in innovation and stimulated the innovation power of enterprises. Enterprises regard the formulation of innovation strategy as an important driving force for development. The "National Innovation Driven Development Strategy Program" is a programmatic document to promote innovation work in the new period， which defines the goal， direction and key tasks for innovation-driven strategy. Institutional environment plays a very prominent role in enterprises' formulation of innovation strategies. Enterprises should start from the current situation and focus on the future， and formulate innovative strategies consistent with the institutional environment.

1 引言

党的十八大提出实施创新驱动发展战略，2016年5月20日，中共中央、国务院发布《国家创新驱动发展战略纲要》，为创新驱动战略明确了目标、方向和重点任务，提出了科技创新与制度创新、管理创新、商业模式创新、业态创新和文化创新相结合的要求，做出了科技创新和体制机制创新双轮驱动、建设国家创新体系等一系列部署。

实施创新驱动发展战略分为三个阶段，到2020年进入创新型国家行列，到2030年跻身创新型国家前列，到2050年建成世界科技创新强国。

在此背景下，国家层面制定了一系列鼓励创新的政策，企业也将创新战略的制定作为发展的重要驱动力。

2 对创新战略含义的解析

科特勒将“战略”定义为，基于行业定位、机遇和资源，企业为实现长远目标而制定的规划。对于规模比较大的公司而言，公司战略由各职能部门的战略组成，每个职能部门需要制定自己的战略，共同体现了公司的远景、使命和价值。……
