【摘 要】社会环境监测机构在环境监测工作中起着举足轻重的作用，有效的质量管控方式方可确保其出具的监测数据的准确性、有效性、代表性和溯源性。论文充分认识到环境监测的特点，高度重视源头方案把控、监测现场控制及数据报告质量控制，即事前、事中、事后控制，并定期开展内部飞行检查等相结合的质量控制措施。

【Abstract】The social environmental monitoring agency plays an important role in the environmental monitoring work. The effective quality control method can ensure the accuracy， effectiveness， representativeness and traceability of the monitoring data issued by it. This paper fully recognizes the characteristics of environmental monitoring， and attaches great importance to the quality control measures of source control， monitoring and on-site control and data reporting quality control， that is， pre-control， in-process control and post-control， and regular internal flight inspection.

1 引言

自2012年党的十八大以来，以习近平同志为总书记的党中央高瞻远瞩战略谋划，着力创新发展理念，大力建设生态文明，环境监测的需求和主体都发生了较大的变化，一批实力雄厚，重质量、善管理的社会环境监测机构逐步成为环境监测市场的生力军。社会环境监测机构的出现，对缓解体制内环境监测机构的压力，满足社会公众的需求，促进环境监测体制改革，转变政府职能，推进环境监测政事分开和政社分开[1]，起到了有力的推动作用。但由于社会环境监测机构发展过快，目前社会环境监测机构良莠不齐[2]。政府主管部门加大监管力度，陆续推出监管措施，随着2019年5月1日正式运行的《检验检测机构资质认定环境监测补充要求》，从而实现从源头提高社会监测机构资质能力扩充的准入门槛[3]，以满足新形势下环境监测质量管理需要。笔者提出环境监测工作中除按环境监测质量体系基本要求以及环境监测过程的质量保证与质量控制方法执行外，还应采取以下质量控制方式，以提高社会环境监测机构的监测质量。……
